(JTA) — The Obama administration pressured Israel to stop assassinating Iran’s top nuclear scientists, according to a CBS News report.
Israel’s Mossad intelligence agency ran an assassination campaign for several years, during which time at least five Iranian scientists were killed, most by bombs planted on their cars, national correspondent Dan Raviv reported Saturday on the CBS News website.
“Remarkably, the Israeli assassins were never caught — obviously having long-established safe houses inside Iran — although several Iranians who may have helped the Mossad were arrested and executed,” Raviv wrote.
His report was published a day before the book Raviv co-authored, “Spies Against Armageddon: Inside Israel’s Secret Wars,” was coming out with an updated edition.
“Recently, as I sought to update a book I co-wrote about the history of Israel’s intelligence agencies, sources close to them revealed that they felt pressure from the Obama Administration — more than a hint — to stop carrying out assassinations inside Iran,” he wrote, without elaborating.
Raviv, citing sources “close to” Israel’s intelligence agencies, reported that Mossad officials decided that the campaign had become “too dangerous” and decided to pull out before any of their spies were caught and killed.
Israeli Prime Minister Benjamin Netanyahu has ordered the Mossad to concentrate on finding evidence that Iran is violating the interim agreement it signed with the world powers in November, Raviv reported.

The Obama Administration is pressuring Israel’s intelligence agencies to stop carrying out assassinations inside Iran, CBS News reported Saturday.
Written by CBS national correspondent Dan Raviv, co-author with Israeli journalist Yossi Melman of the book « Spies Against Armageddon: Inside Israel’s Secret Wars, » the article is based on information from « sources close to Israel’s intelligence agencies. »
The issue could come up during Prime Minister Benjamin Netanyahu’s meeting with U.S. President Barack Obama in Washington this week, according to CBS.
Israel has never acknowledged a clandestine campaign to assassinate Iranian nuclear scientists. Nevertheless, Raviv maintains that the Mossad « ran an assassination campaign for several years aimed at Iran’s top nuclear scientists. The purpose was to slow the progress made by Iran, which Israel feels certain is aimed at developing nuclear weapons; and to deter trained and educated Iranians from joining their country’s nuclear program. »
According to the article, at least five Iranian scientists were murdered, most of them by bombs planted on their cars as they drove to work in the morning. « Remarkably, the Israeli assassins were never caught, » the article states, « obviously having long-established safe houses inside Iran – although several Iranians who may have helped the Mossad were arrested and executed. »
U.S. pressure may no longer be necessary, Raviv writes, as « Mossad officials [have already] concluded that the campaign had gotten too dangerous. They did not want their best combatants – Israel’s term for its most talented and experienced spies – captured and hanged. »
Instead, the article quotes the sources as saying, « Netanyahu has now ordered the Mossad to focus on hunting – inside Iran and elsewhere – for evidence that the Iranians are cheating on the commitments they made in their interim agreement with the P5+1 last November. »
Iranian and diplomats from six global powers agreed in November on a framework agreement for reducing the extent of the Iranian nuclear program. Talks on implementing the framework agreement are currently in progress.

WASHINGTON — As Israel’s Prime Minister Benjamin Netanyahu flies to Washington – due to arrive on Sunday (March 2), to prepare for talks with President Barack Obama at the White House on Monday – it’s clear that there are several points of friction between Israel and the United States.
The two countries are allies, but their leaders often differ on the details of key issues: Israel’s peace talks with the Palestinians, America’s nuclear talks with Iran, how to approach political turmoil in Egypt, what might be done to limit Syria’s horrible civil war, and a broader issue of whether the Middle East sees President Obama as a powerful, influential leader.
Recently, as I sought to update a book I co-wrote about the history of Israel’s intelligence agencies, sources close to them revealed that they felt pressure from the Obama Administration – more than a hint – to stop carrying out assassinations inside Iran.
Although Israel has never acknowledged it, the country’s famed espionage agency – the Mossad – ran an assassination campaign for several years aimed at Iran’s top nuclear scientists. The purpose was to slow the progress made by Iran, which Israel feels certain is aimed at developing nuclear weapons; and to deter trained and educated Iranians from joining their country’s nuclear program.
At least five Iranian scientists were murdered, most of them by bombs planted on their cars as they drove to work in the morning. Remarkably, the Israeli assassins were never caught – obviously having long-established safe houses inside Iran – although several Iranians who may have helped the Mossad were arrested and executed.
In addition to strong signals from the Obama Administration that the U.S. did not want Israel to continue the assassinations, Mossad officials concluded that the campaign had gotten too dangerous. They did not want their best combatants – Israel’s term for its most talented and experienced spies – captured and hanged.
President Obama – much to the discomfort of Israeli officials – is pursuing negotiations with Iran. The United States is one of the P5+1 nations, continuing to talk with the Iranians about rolling back some of their nuclear potential.
Sources told us that Netanyahu has now ordered the Mossad to focus on hunting – inside Iran and elsewhere – for evidence that the Iranians are cheating on the commitments they made in their interim agreement with the P5+1 last November.
Prime Minister Netanyahu and President Obama will also discuss progress – said by all concerned to be limited, but not non-existent – in Israel’s talks with the Palestinian Authority which began last year. Secretary of State John Kerry has had many frustrations in his chosen role as mediator: not least, the harsh criticism of Kerry voiced by some members of Netanyahu’s coalition government who distrust the peace process and feel that giving up any of the West Bank would be needlessly dangerous for Israel.

WASHINGTON – A new book claims Israel’s spy agency dispatched assassins into Iran, as part of a campaign to sabotage the country’s disputed nuclear program. Israeli operatives have killed at least four Iranian nuclear scientists, including targeting them with operatives on motorcycles, an assassination technique used by the Israeli spy service, the Mossad, according to authors Dan Raviv and Yossi Melman in their book published July 9, “Spies Against Armageddon: Inside Israel’s Secret Wars.” The Mossad agents “excel at accurate shooting at any speed and staying steady to shoot and to place exquisitely shaped sticky bombs” and consider it their hallmark, Mr. Raviv said July 6 during an interview with both authors.
The hits are part of a series of regular missions deep inside Iran, intended to keep Tehran from developing weapons and following through with threats by Iranian President Mahmoud Ahmadinejad to wipe Israel off the map. U.S. officials have said in the past that they were not involved, and they don’t know who did it.
The U.S. and Israel accuse Iran of seeking nuclear weapons, a charge Tehran denies.
Iran has long blamed the scientists’ killings on Israel, which has remained silent on the matter, but media reports speculated Israel had contracted killers to do the job.
“They don’t farm out a mission that is that sensitive,” so sensitive that Israel’s prime minister has to sign off on it personally, Mr. Raviv said. “They might use dissidents for assistance or logistics but not the hit itself. The methodology and training and use of motorcycles is all out of the Mossad playbook. They wouldn’t trust anybody else to do it.”
The Mossad operatives enter and exit Iran through a “multitude” of routes, using a series of safe houses once inside the country that predate the 1979 revolution, the authors said.
In the interview, co-author Melman said Israel believes the campaign successfully disrupted Iran’s nuclear program not only by taking out key scientists but also dissuading other up-and-coming scholars from joining the program.
Mr. Raviv is a CBS News correspondent, and Mr. Melman is a well-known Israeli reporter and commentator.
Israel has told the Obama administration that it expects American military power to “obliterate” Iran’s nuclear program, the authors said. If the U.S. does not act, Israel has threatened to attack Iran’s nuclear sites on its own. The U.S. prefers the carrot-and-stick approach of talks aimed at convincing Iran to stick to a peaceful nuclear regime, combined with increasingly harsh financial sanctions to punish Iran as it improves its current program.
The two nations have cooperated on the harassment campaign, including partnering on cyber programs like Stuxnet, malware credited with damaging the control panel on centrifuges in Iran’s nuclear plant.
Mr. Melman said the cyber campaign was an Israeli innovation, not an American one as recently reported. It was the brainchild of Israel’s military intelligence agency Aman and Unit 8200—Israel’s equivalent of the eavesdropping, code-breaking National Security Agency—and endorsed by the White House at Israel’s suggestion, he added.
Israel’s cyber warriors then worked with NSA to build malware. The program Flame was built first—a Trojan horse code designed to penetrate the Iranian nuclear sites and “suck information about the (uranium-enriching) centrifuges and how they operate,” Mr. Melman said. Once the Israeli and U.S. cyber experts got that information, they were able to build Stuxnet.

We think we have some important stories to tell, and thus we returned to the subject of Israeli espionage. Our first effort in that field was a book in 1990 titled “Every Spy a Prince.” Twenty-two years later, in our new Spies Against Armageddon, we spoke with more people and got more stories — about recent events, but also new details about important operations going back to the beginnings of the Jewish state in 1948.
We are not surprised that the news media put their focus on our description of Israel’s covert activities aimed at stopping — or at least slowing — Iran’s nuclear program. Many of those were accurate, if brief, summaries of what we reported: notably, a news article by the Associated Press on July 8, 2012.
We had mixed feelings, therefore, when The New York Times gave our book significant attention on July 11. The headline atop a full column on Page A8 said: “Tehran Abuzz as Book Says Israel Killed 5 Scientists.”
Several of our friends said there is no such thing as bad publicity when one has written a book and it is just out, and the project thrives or languishes depending on how much attention it can get, yet the wording of the Times article would lead newspaper readers to think we were accusing Jews in Iran — where approximately 25,000 still reside — of participating in secret Mossad missions, including assassinations.
The article says that our book contains the “assertion” that five scientists were killed in Iran “by operatives, most likely of Persian Jewish heritage, employed by Mossad …”
We do not want to attack the reporter. We feel, however, that while the main thrust of his article turned out to be reporting what the news media in Iran are saying about our book, he himself distorted what we wrote. We are not suggesting that it was intentional, but there were some exaggerations and too much certainty — whereas we were cautious in suggesting what might be true about covert Mossad operations in Iran.
In a carefully worded passage on Page 14 — in our first chapter, “Stopping Iran” — our book says: “The Mossad also had a human treasury: Tens of thousands of ex-Iranians now lived in Israel. Iranian Jews had fled, especially just after the 1979 revolution, and many of their children also were well acquainted with the Persian language and customs. Individuals who were brave enough — and then selected and trained by the Mossad — could move back to Iran and secretly serve Israel.
“Israeli operatives inside Iran were available for all kinds of espionage and even, if and when the time came, for pinpointing targets for air strikes.”
We were not reporting that the assassins in 2007-2012 were Persian Jews returning to their homeland. We said that the Mossad “could” call upon the repository of ex-Iranians as well as other Israelis in the secret agency.
The Times article also mentioned “the book’s assertion that the assassins were all Mossad agents who used agency safe houses maintained inside Iran since the era of the shah.”
Again, we carefully report in our book that the Mossad has had safe houses in Iran since pre-1979 days, but we don’t report that all the assassins stayed in such houses.
The key paragraph on Page 13 of our book speaks of “possibilities.” We do not claim to know or to reveal how the assassins traveled or where they stayed:
“Naturally, no one in Tel Aviv was talking about any operational details of how Israelis entered and left Iran — or where they stayed while inside the Islamic Republic.
“There were many possibilities. Obviously, Israeli operatives traveled using the passports of other countries, including both bogus and genuine documents. That fact had been inadvertently revealed several times, over many years. In addition, the Mossad continuously maintained safe houses in Iran, dating back to the pre-1979 years under the Shah. That was an investment in the future, typical for Israeli intelligence.”
The Times article then caused some discomfort to some Persian Jews in the United States — and we heard from some — when it stated that our book contains “assertions about the assassins’ nationalities or religious beliefs …” We never discuss their religious beliefs. Yes, their nationality is Israeli. We do report that, and we explain that against the background of Mossad operations that penetrated enemy countries in decades past.
Our book treads carefully on some very sensitive territory, but we would like to think that we got the balance right. It is the historian’s job to tell readers what happened and to set it in context — and as historians of the espionage world, we further endeavor not to endanger anyone by revealing too many details.
Let us be clear, and we have written about this elsewhere and will continue to do so: Israel’s Mossad does not use local Jews as agents, saboteurs or assassins. Bitter lessons were learned more than half a century ago in Egypt, Iraq and other countries, where early operations by Israeli intelligence sometimes did use local Jews— and, if caught, the individuals were hanged, and their entire communities suffered official retribution from the Arab regime.
The use of Jonathan Pollard, an American with a high-level security clearance in U.S. naval intelligence, as a spy for Israel was an aberration. The Mossad would not have hired him. It was a separate agency, Lakam (the Science Liaison Bureau), that ran Pollard — who is now serving a life sentence for an operation that most Israeli officials and intelligence professionals believe was a mistake.
The Mossad, we believe, would have known not to put the important American Jewish community in peril — not the least, American Jews working in U.S. defense and intelligence jobs — by employing Pollard.
